There is a systemic difference i.m.o. In autocracies like Russia the oligarchs form part of the political inner circle of the autocrat. Tyey are truly part of the system. In the West they are external influencers . Here they have to continuously buy their way in. That's why we have the lobbyist industry.
Both are terrible systems, only ours is marginally less terrible.
