There are only 1 way to stop a super-spreading virus and all the variations it develops once spread over millions and millions of people: 85% of the population gets vaccinated darn quickly.

There are only 2 ways to achieve that: voluntarily or by force. For the voluntary way to be successful it is required that people have well-developed critical thinking skills and take their social responsibilities seriously. Coming to think of it these are also requirements for a functioning democracy.
