Russia (or should we say: The Council of the Federation of the Federal Assembly of the Russian Federation?) reacted to the decision of Germany, the US and other EU allies to send tanks to Ukraine, as follows:

"Russia’s foreign ministry spokeswoman Maria Zakharova said in a post on the Telegram messenger app that the German decision confirmed what she said was a ‘pre-planned war’ against Moscow.” https://www.aljazeera.com/news/2023/1/25/russia-denounces-germany-over-dangerous-tanks-decision

How does this decision, and with it we should also consider the decision-process and its timelines, confirm that the West had a pre-planned war (btw. what is a pre-planned war? Isn’t something planned or not planned? Or do Russians also plan wars after they have taken place?)?

In any case, all signs indicate that the opposite is true: that the West, and Ukraine itself (Zelensky on the eve of the Russian invasion: “I don’t believe Russia will invade”), had nothing planned. They were utterly unprepared for Russia’s invasion of Ukraine. They didn’t have a clue about how to respond. Wouldn’t the West have amassed all military equipment in Ukraine under the pretext of a ‘military exercise’ before starting a war, or at least have its military might positioned in allied countries that surround Ukraine? You…
