Bolsonaro is a populist and not a leader. In other words he simply pretends to deliver on easy short-term goals. BUT his argument that if the rich and powerful nations perceive the Amazon forest as the most important global treasure that must remain intact, then they should pay Brasil for its foregone 'profits’, is an argument that holds water. In fact, the case could be made that the rich countries should pay for all natural habitats that are left when we consider that rich countries have built their riches, at least in part, by cutting and burning forests.
By paying the developing counties to maintain and even expand their forests, the rich help grow their economies and their forests.
